In Minnesota, non-partisan judges are normally appointed by the Governor and the are re-elected by the public because the word (incumbent) in placed next to their name on the ballot. There is a quirk in the law when a judge decides not to run for re-election close to an election where it becomes an open contest. I can say for the first time in my life that I've made up my voting decision purely based on content presented on the web. I've only received one flyer in the mail, no phone calls, and missed the voter guide in the paper. Luckily, the State of Minnesota collects web address and campaign e-mail on the official filing forms used. This information and links are then available on the web <http://candidates.sos.state.mn.us> from the government and other sites <http://www.myballot.net>, <http://www.lwvmn.org/EdFund/Election2004.asp>, etc. I predict that the top vote getters (top two move to general election) will all be the ones with web sites.
