Salam, While some programs attain a high translation coverage, their documentation part remains untranslated. See Gnome for example: http://l10n.gnome.org/languages/ar/gnome-2-24 . To contribute, send a message to the mailing list, citing the project you are interested in, after which the project maintainer is supposed to point to the translation files (Gettext) and provide any necessary guidance.
