DOCBOOK-APPS: "invalid message" error message output from sp

I'm using OpenJade 1.3 on windows and am trying to validate and XML
file.  The only error message
that I'm getting is:

onsgmls:unix-install-howto.xml:8:36:W: (invalid message)

I've seen messages about this error message in the archive, but never a
suggestion about what to do about it.  I believe
the my catalog file is set up correctly and that this is pointing to a
real error.  Why won't it give me any useful information
about what my error is?
