Just downloaded the 1.42 stylesheets today and it appears that the
localization stuff does not work quite right when generating FO. Here is what I get:
With the 1.41 stylesheets:
$ xsltproc -o sample.fo /usr/share/sgml/docbook/docbook-xsl-1.41/fo/docbook.xsl
sample.xml

With the 1.42 stylesheets:

$
My LANG environment variable is set to "en_US". I am on Linux and, as
you can see, using xsltproc (v1.0). The sample.xml was just a trivial XML
file (an <article> with a couple of sections). What happens is that I get
a PDF file that does not have a title or section headings.
I *have* also filed this as a bug on SourceForge, but I am having problems
connecting to SF today, so I am also sending the note here.
