Best to do that with css. 

Assuming you're using xsl, in your customization layer either point to a
.css file:

<xsl:param name='html.stylesheet' select="'your.css'"/>

Or embed the css directly in each html page (handy if you want to email
the html file as if it were a .doc):

<xsl:template name="user.head.content">
<style type="text/css">
<!-- your css here -->
</style>
</xsl:template>
