I think you want to use

<legalnotice>
<title>Copyright ...</title>
<para>
...
</para>
<para>
...
</para>
...
</legalnotice>

and leave the stylesheet alone.

If all you want is to center the title, override the form

(mode formal-object-title-mode (element title ...))

seen in file dbblock.dsl.
