DOCBOOK-APPS: docbook fo - page breaks

hi,

is there a way to customize the docbook fo stylesheets so that page breaks are enforced at certain <sect1> elements - e.g. for doctype article, if less than 3 lines of text would be displayed on the page?

i know that i can set the break.before attribute in the section.title.level1.properties attribute set, but this would affect all sect1 elements.
