DOCBOOK-APPS: TEI & DocBook

Hi   I am trying to determine the optimum content representation for my project (displaying government legislation within a browser).   Why are the advantages / disadvantages to using TEI (Text Encoding Initiative) as opposed to DocBook.     Thanks again     Regards Mark Brand
