Well, FOP with those tools *does* generate thumbnails
in the PDF file. Did you click on the Acrobat
thumbnails tab? When I do, I get a set of
thumbnails on the left. If you don't, then perhaps
you didn't set the 'fop.extensions' stylesheet
parameter to 1. That will enable the thumbnails
and bookmarks in FOP processing.
