So I tried in my customization layer

<xsl:param name="draft.watermark.image" select="'/Library/WebServer/Documents/_XML/_DocBook/draft.png'"/>

<xsl:param name="draft.mode" select="'no'"/>

and all seems to be well - but wait and see when sourceforge is down again.

Set the value of the draft.watermark.image parameter to a local path.
