There is no figure attribute for float padding. There should be support
for some processing instructions or some stylesheet parameters for such
things, but there currently is not. The template named "floater" in
fo/block.xsl handles floats, so you could customize that. You could also
file a feature request on the DocBook SourceForge site to request this
feature.
