It is unimplemented so far in fop 0.93.  See:

I have been most successful with XEP because of its "file:" syntax for baseuri.

  I'm following Bob Stayton's book to implement olinks to link between PDF 
files. However, the fragment identifiers (e.g., myotherbook.pdf#intro) aren't 
recognized by FOP. I'm using FOP 0.93 and I've set the insert.olink.pdf.frag 
parameter to 1. It still doesn't work. When I click the olink, it opens the 
correct PDF file but doesn't scroll down to the referenced section (as 
described in 
http://www.sagehill.net/docbookxsl/OlinkPrintOutput.html#PdfLinkingSetup).



  Can someone suggest another XSL-FO processor where olinking between PDFs 
works properly? Is there any way I can make it work with FOP?
