Kari, As I understand it, the ability to make a pdf commentable by Acrobat Reader users (as opposed to full Acrobat users) is a proprietary thing that Adobe controls. I.e. it's a feature they use to convince you to buy Acrobat Pro or another Adobe product rather than using a free alternative:
