It's me being daft.
I output to a named directory, then copy the new images
directly
<graphic depth="223" width="723" fileref="figs/xslf_0202.png" format="PNG"/></figure>

then use
<xsl:param name="base.dir" select="'html/'"></xsl:param>

... then forget that I've used the base.dir :-(
