Title: content of <cover> in print output

Docbook 5 (latest snapshot), Saxon 6.5.5, XEP4.10 does not produce output of material in <cover>

<set><title></title>

<info><cover>

<bridgehead renderas="sect1">qwerty</bridgehead>

<formalpara><title>asdfgh</title>

<para>zxcvbn</para></formalpara>

<para>qazwsx</para>

</cover></info>

<book> ...etc... </book>

<book> ...etc... </book>

</set>

docbook5.html - cover.html says:

"Formatted as a displayed block. Sometimes suppressed."

How can I get it to appear in PDF output?
