I can confirm this behaviour (using dblatex 0.2.7). But I don't know what to do about it. Sorry. When I use DocBook-XSL 1.74.0 + XEP 4.13 (or FOP 0.95) to format your sample document, the output looks fine. All the paragraphs end up nicely on a single A4 page.
