I missed the part about needing to make sure that the style sheet were imported. I had just added the xslthl to my classpath, set the XSLT property to activate highlighting and added the language attribute to my programlisting elements.
Is this new? Can you explain how you "turned it on"? It'll require a customization layer (see note at the top of verbatim.xsl).
