I missed the part about needing to make sure that the style sheet were 
imported. I had just added the xslthl to my classpath, set the XSLT property to 
activate highlighting and added the language attribute to my programlisting 
elements.

Is this new?
Maybe a a warning should be thrown if syntax highlighting is set in the XSLT 
properties, but the proper stylesheets are not imported?

Can you explain how you "turned it on"? It'll require a customization
layer (see note at the top of verbatim.xsl).
