If you are using DocBook 5, then the annotation element is useful for such purposes, although remark is simpler and still available. Annotations are not output by default, so some customization is required. See:

http://www.docbook.org/tdg5/en/html/annotation.html
and
http://www.sagehill.net/docbookxsl/CustomDb5Xsl.html#AnnotationCustomization

If you are using DocBook4, then remark can be used, with the stylesheet parameter show.comments set to 1 to display them (that is the default) or 0 to turn them off.

Subject: [docbook-apps] DocBook Elements for Specific Comments

Hello,

What are some options for marking up comments that relate to the
following types of text in a document:

1. content that needs clarification
2. ideas for future development

I had a look at <remark>, but are there other solutions?

Thanks.

Betty
