[docbook-apps] Keywordset within the Refentry tree

Hi all. I'm working on a set of reference pages that will go out to 
HTML. I want to indicate my keywords in the XML, then have that populate 
the <meta> tag in the HTML.
I see that the <keywordset><keyword> elements are perfect for this, 
however I'm not seeing <keywordset> as being an allowable child element 
inside of the <refentry> tree. Has anyone got experience with this?
