[docbook-apps] compiling a book without the chapter level

Hi all, 

I need to compile a book-like document without using the <chapter> levels. I 
use <bridgehead> tags only to avoid creating a TOC. However, the compiler fails 
to produce a PDF complaining on the missing fo:child elements (as expected).] 

Is it possible to compile a <book> without using <chapters>?
