I have not looked at the code, but from the title it looks like this generates the Table of Contents for the tabular presentation. In the sample posted at:
http://docbook.sourceforge.net/release/website/example/custom.html the full title is shown at the top of the page and the titleabbrev is used for the navigational ToC to the left of the content area (I checked the source for the page).
