Just as an afterthought after I checked out your bug. Even with a populated 
sidebar title, the output is still - 


<div class="sidebar" title="IAtom data type declaration"><div 
class="titlepage"><div><div><p class="title"><b></b></p></div></div></div>

I assume the sidebar title should show up in <b></b>, but no content here.

I can't answer your question, except to say <sidebar> <title> title here

However I have filed a bug about something strange with sidebars and html  I am 
having exactly the opposite problem.

for sidebar, a title is optional, but if you don't include one, the docbook xsl 
 messes up the html.

my guess is that something about your css is hiding the title, you are doing 
something strange in your customization layer, you are using an old docbook 
stylesheet or maybe it's related indirectly to my bug.
