Here is an experiment along what I think you document must look like:

thanks for your input. Your first suggestion is my fallback if nothing
else helps. It kinda works, but it fails to group the bibliography
appropriately with the other literature related sections. I'll go with
that lest I have to rewrite half of the stylesheets.
Your second suggestion is exactly what I'm using currently. As I
mentioned in my original post, this is not formatted appropriately
with the DocBook fo stylesheets.
