Thanks again. From Pascal and Mehdi on the FOP users list, I learned that the font metrics files are not necessary with DejaVu fonts used with FOP 1.0. When I process the .fo directly without using the font metrics files, pointing only to the DejaVu fonts, the ć indeed appears in the output.
