Bob, Dean. Thank both of you for the help here! I wound up copying the dtds locally and pointing to the local copy with the --nonet option worked!!
I am not really fond of doing it this way, and it would require modifying the DOCTYPE statement in every single doc. So I am thinking that setting up a catalog is going to be the way to go here. It looks like Bob covered that in chapter 5 of the Complete guide, and I got some work to do.
