Yes, I see the same result when using fo/titlepage.xsl from the
stylesheet distribution for example.

However, if I use template/titlepage.xsl as described in
http://www.sagehill.net/docbookxsl/TitlePageNewElems.html then I get
an XSL stylesheet full of content.
