I meant that the top of the footer text is positioned inside the extent and aligned to the top of it.

It sounds like you have it working for your purposes.

happens if that cell on some pages has only one line of text?


I ended setting "before" on all 3 cells, because when the draft number was 
missing, the page number was centered (which is nice) but was then out of alignment with 
the document version which was top-aligned vertically. Now, my page number and document 
version are always top aligned and draft number is on a level below whenever it appears:

The reason display-align="after" is used in the footer is so that the
"page.margin.bottom" setting is accurate and consistent.  See the
diagram on this page:



What are the possible side-effects of changing display-align? I do need
my custom page.margin.bottom working as well.
