Yes, you did it correctly. There are a few layout tables in DocBook XSL used for other elements that may not check the param, though. Can you pinpoint which element might be generating such messages?

    Have you set the stylesheet parameter fop1.extensions=1 ?  That will
    force the stylesheet to output table-layout="fixed", instead of just
    allowing the default value of "auto".
