It would be helpful to see a bit more info.
1. What was the commands used and what was the console output?
2. The XML looks OK, but do you have adequate permissions for that SVG  
file?
3. Is this in an "info" section?

I have tried the fileref using full path, relative path, so on. There is  
never a complaint, the svg file itself displays and apparently is valid under 
 a number of svg apps, and everything else shows up as expected. I have 
even  tried intentionally making a very impossible and invalid file path, I 
cannot  get a complaint from any of the tools. Am I using the XML wrong, or are 
my  tools missing something under valid code?
