Dear Kaes,
You might want to try setting the 'xml:lang="ar"' language attribute on
the DocBook document root element. This might help the Apache FOP engine
decides it's an arabic text. But do not expect that it would work 100%,
support for Arabic in FOP is probably quite limited.
So if this will not work maybe you can try to use Antenna House instead.
