The DocBook TC struggles often with the question of how to add new
flavors of markup to the DTD. In particular, it's often difficult to
decide when a new inline element is warranted and when a new class of
systemitem is sufficient.
One criteria has to do with the frequency of use. If the element is
likely to be used only infrequently, adding a class to systemitem has
a minimum impact on the authoring experience (there's no new element
in drop-down lists, stylesheets require less changing, etc.)
The TC would appreciate feedback on how often it is desirable to
markup newsgroups. Is <systemitem class='newsgroup'> too inconvenient
in this case?
