I like allowing both, for a simple reason: xlink:href is an XPointer, and linkend is an IDREF. For internal references, the IDREF is more convenient. In doctypes I've designed that have internal and external linking from the same element type, I tend to exploit this dichotomy, since I (or my stylesheets) can know more about the destination when it's internal. ~Chris - -- Christopher R.
