If you're looking for a tool to piece together raw HTML files, take a
look at wsmake, http://www.wsmake.org  It's a nifty little tool that
allows you to reuse common portions of HTML files to keep a common look
to the pages.  Make a change to one file, say the footer, run wsmake and
all pages that use that footer are updated.
