I was a Docbook/Oxygen configuration problem, I order to really obtain a real 
local file I have to add the following prperties on the scenario configuration:

<xsl:param name="l10n.gentext.language">es</xsl:param>
<xsl:param name="l10n.gentext.use.xref.language">1</xsl:param>
