The simplest solution would be to use the dedication element and give it a title of Acknowledgements. The dedication appears before the TOC in the FO output of the DocBook stylesheets. It may be a bit of tag misuse, but before the recent addition of acknowledgements, I've always considered "dedication" to be another name for "other front matter". 8^)
The other solution would be to copy the template with match="book" in fo/division.xsl to a customization layer, and add a template to process the acknowledgement element.
