Hi Stefan,
The para.properties attribute set was added in version 1.77.1 of the
stylesheets. Formerly it was just the normal.para.spacing attribute set,
which adds space before and after a para. But normal.para.spacing was used
for many elements besides para to set the spacing between block elements, so
a new attribute set was added for just paras.
I believe originally the normal.para.spacing properties were avoided on the
first list para because in FO processors of the time mistakenly added the
space-before and messed up the vertical alignment between the list mark and
the first line of text. I don't think that is the case any more, so this
should probably be considered a bug. Could you file a bug report on the
SourceForge site so it can get fixed?

I discovered this while trying out some attributes for paras: for the
first para inside a list-item, the "para.properties" attribute set is
not applied. (See the template at lists.xsl +311; I use the DocBook
stylesheet 1.78.0)
Would you consider this a bug or is this on purpose?
