Hello, I want to mark up some DocBook articles that will be "dependent on" resources such as legislation. As an example, say I have a document whose content is based in part on Australia's "Spam Act (2003)"—perhaps 2 paragraphs in a 10 paragraph article have something to say about this act. (The use case will eventually be this: the "Spam Act (2003)" has just been amended. Which of my DocBook articles need to be reviewed, and, in particular, which paragraphs in those articles need to be reviewed?)
