Hello,

I want to mark up some DocBook articles that will be "dependent on" resources 
such as legislation. As an example, say I have a document whose content is 
based in part on Australia's "Spam Act (2003)"—perhaps 2 paragraphs in a 10 
paragraph article have something to say about this act. (The use case will 
eventually be this: the "Spam Act (2003)" has just been amended. Which of my 
DocBook articles need to be reviewed, and, in particular, which paragraphs in 
those articles need to be reviewed?)

At the article level, I would presumably use a bibliography—correct? How could 
I extend this notion of dependency down to lower-level elements (say, section 
and para)?
