This happened at ApacheCon in Orlando in the spring of 99 IIRC (feb 99?). At the ASF members meeting, mod_perl officially became an ASF project, Stas, Ask and I were voted in as ASF members, and together with Doug as the mod_perl PMC. I can probably find the exact date by rummaging through the foundation repository for the minutes of that meeting.
