I agree with Per Einar that enlarging the first letter is not the best idea. Usually this technique works well when you have a phrase which is already all upcased.
I still suggest that we need to stick to similar to the default definition of <H*> where the real size varies.
if we go for the "pdf"-solution, i don't think its nesecary to change the h* font-specs so much.
i think something close to this:
level 1 = 1.2em level > 1 = 1.1em
I prefer to have the standard size relations, even if we decide use helper mechanisms.
