Oh, that's not really that long. I imagined that it was more of a number
of paragraphs like:

I expected it was going to be more of a narrative, longer. I don't think
that's enough to need it's own space.
As it is that text seems like a reasonably good introduction, and on my
browser it's only a tap of the space key to get down to where it was
before, not even that, really.
I think a good intro paragraph should be on each of the top level pages.
I don't think it needs it (and might not fit the design) but might try
small links at the top:

The mod_perl project features a lot of documentation, both for mod_perl
1.x and 2.x. If there is anything you need to learn about mod_perl,
you'll learn it here.
But that makes it even bigger, and page-down works just fine.
I'm +1 for that intro.
