I like 10 more than 9, src|pdf are sort of hanging in the wrong place on 9. 10 looks ok to me.

I'm sort of OK with 12, because there is a lot of empty space around prev|next. But if you remove the border from the Top button it's getting hard to click on it, since the surface looks smaller, even if the real size of the image is much bigger. If we make the Top buttons' border of very light grey this will probably be ok with me.

But as you say, 12 is bad when there are only 2 choices (prev|up or up|next) or up alone. Hence the border helps here. As I suggested before making the border of a lighter color and not using the reverse color on Up may make this bar less distracting. But the button frame (frame) definitely helps a lot.
