Also, since I realise I was a bit ambiguous here - you do have to set the 'filter content' option to 'yes' in the content filtering menu in order to have html->text conversion to work. This is the way Mailman implements it. The problem with it not working was further downstream, but has been fixed so any lists that do have that filter option on, all four of them presently, will see only text.
