Paul, I'm surprised we haven't seen more reaction to this. I know there is work going on to start including some documentation along with various packages, which is a good first step in making content available on a system more appropriate and germane to that system. The thing your proposal adds is higher level map to a larger set of docs, including those not delivered with the package. I think your proposal acknowledges how distributed (and unwieldy) that information can be, and it suggests a way to give the user access to a range of info that is not necessarily with the package, but, in fact, supports the package. Plus, when there are changes/updates, those can be communicated with the next package update. This looks like it warrants further investigation to me.
