I can quickly think loud, but the list may not be complete.

- engineering
- bachelors degree in literature with projects/courses in computer (usage)
skills
  [ It is tough to come up with this wording, being exposed to both India
and US education systems, which are very orthogonal. ]
- Masters degree in any stream with proven computer usage and good written
communication skills
- Any bachelors degree with credits on technical writing
- Anyone whose blog has 100+ entries and 2000+ hits per month :-).

In summary,
- Engineering
- Masters degree
- Bachelor's degree with technical writing and/or literature credits
- Others with established technical writing skills.
