Hi TJ - What type of documentation are you interested in contributing? If you want to contribute to the System Administration documentation at docs.sun.com, currently you would work with a sponsor to add your contribution.
For other documentation, as far as I know there has not been a single documentation tool suggested, and it's a good topic for discussion. Currently, there is a lot of documentation scattered around the site. I would have to go back and look because I'm not sure if there was any particular tool used in creating these documents, not having worked with any of them. Have you worked on other open source project documentation? I encourage others with experience in open source documentation to join the docs discussion if you have ideas.
