Here is my attempt to list out OpenSoalris documenation tasks
1.  Prepare documenation templates 
2. Pick a documentation too from following
  2.1 DocBook
  2.2 TeX
  2.3 FrameMaker  
  2.4 others.  like lyx ... etc.
3. Make documentation tool freely avaiable to the community.
4. Setup documenation contribution channel.
5. Open for business.
