For large docs, this is usefull, since it seperates these items from the
index.

Agree.

There are two alternatives. If these aren't sufficient, I would propose to
add it to the section ellement right after related (or in related?).
- related tags, for references to modules and directives
- hmtl style <a> link in a piece of text, surrounded with descriptive text

My initial opinion would be against this, but I haven't been involved in doc
writing yet.
