I'm guessing that your mail has something to do with this bug: http://nagoya.apache.org/bugzilla/show_bug.cgi?id=20448 I do see part of where he is comming from - unless you have apache up and running, you can't read the manual (or at least links will be broken). So yes, it would be nice to make docs available locally even before the server is up and running, but I can't see us distributing much more or less on the docs side (unless someone feels like making and english only version ;)
