I don't have a particular place in mind at the moment, but if we move
them we can safely merge icons/readme and icons/small/readme.txt. It's
more or less the same and there is no need to keep two versions.

These have always seemed out of place in an installed tree, and
might actually make it simpler for the user to determine which apache
is installed based on their contents.
I'd like to see if we could move these out of the way in the docs/
tree into some better location. Right now they are excluded files
in the Win32 installer, but it seems like they should be installed,
just not into those respective locations.
