Either email with attachment to the docs list, or paste the diff on a pastebin like http://apache.pastebin.ca/ and email the URL to the docs list.

Since this is the first one, and there's no existing file to diff against, probably email with attachment makes the most sense.

Yes, I think mod/ is probably the best place to start, as well as the easiest, since things are in small sections and that gives a greater sense of accomplishment. It's probably also the part of the docs that people spend the most time reading, so it's the most valuable.
